    Publisher unknown but it looks to have been distributed on board one of Old Dominion Steamships.
    The red border is a panel intended to show all edges of the postcard.
    If
    you see spots on the scan, they are a result of the resolution of the
    scan and not on the card itself, its a polarization effect.
    There are some colored ink smudges across the front of the card.
